indentured labour. This objection, in view of the fact that emigration to which exception might equally be taken on the same grounds is already permitted to certain places in the South Seas and elsewhere, does not appear insuperable, particularly as the men now under consideration are being

recruited for work under the Government of Sarawak. I

therefore recomend that I be authorised to permit such emigration on such conditions as may appear to this Government to be satisfactory.
